Ministry of Commerce Notice on the First Allocation of 2026 Agricultural Product Export Quotas
In accordance with regulations such as the "Regulations on the Administration of Import and Export of Goods of the People's Republic of China," and taking into account international market supply and demand conditions and the implementation of export quotas across regions, the Ministry of Commerce has formulated the "First Allocation Plan for 2026 Export Quotas for Certain Agricultural Products" (see appendix), which is hereby issued. Relevant matters are notified as follows:
1.Local commercial authorities shall promptly carry out the secondary allocation, verification, and feedback of export quotas for live poultry and livestock to Hong Kong and Macao and sawn timber. Quotas should be prioritized for enterprises with high completion rates, strong operational capabilities, good product quality, and strong brand reputation. Coordinate with local export realities, leverage the guiding role of quotas, and manage the allocation pace appropriately. Closely monitor quota usage progress, implement dynamic quota adjustments, and improve quota utilization rates. Secondary allocation plans for quotas shall be promptly reported to the Ministry of Commerce (Department of Foreign Trade) for record-keeping, with copies sent to the Ministry of Commerce Quota and License Affairs Bureau, the China International Electronic Commerce Center, and relevant export license issuing agencies.
2.The commercial authorities of Guangdong Province and Shenzhen City shall notify relevant enterprises of the allocation of wheat flour export quotas to Hong Kong and Macao, and closely track and promptly report quota implementation progress and any issues. The allocated wheat flour export quotas for Hong Kong and Macao are strictly for exports to the Hong Kong and Macao markets. Enterprises are prohibited from re-exporting to other countries and regions in any form. Relevant export license issuing agencies shall add the note "Limited to export to Hong Kong, re-export prohibited" or "Limited to export to Macao, re-export prohibited" in the remarks column of the export license.
3.Local commercial authorities shall strengthen supervision and management of enterprise production safety, urging enterprises to fulfill their primary responsibility for production safety. During secondary quota allocation, enterprise production safety conditions must be reviewed and supervised. Enterprises that have experienced serious or fatal production safety accidents in the past three years are ineligible for quota allocation. For enterprises receiving wheat flour export quotas for Hong Kong and Macao, relevant local commercial authorities shall refer to the above requirements for production safety supervision and management.
4.The Ministry of Commerce will conduct a second allocation before the end of June 2026, based on quota completion rates and applications from local authorities (central enterprises).
