在全国发展改革工作会议上，张平表示，将积极扶持农民工返乡创业，对因企业生产经营困难而返乡的农民工，积极创造条件，给予适当帮扶。继续落实提高粮食最低收购价政策，运用储备吞吐、临时收储、进出口等多种调控手段，稳定粮食等主要农产品(13.75,-0.13,-0.94%,吧)价格。
